AI and small businesses in France up to spring 2028: what is scheduled and what we forecast
AI forecasts are usually written so that nobody can check them: “everything will change”, “those who don’t keep up will be left behind”. We do it differently. First, what is already set in law or announced with a date. Then, where France stands according to official statistics. Only then, three forecasts, each with a mechanism, a date for checking it and a condition under which we will openly admit we got it wrong.
Forecast as of 15 October 2026. It will be reviewed in October 2027, with a final check of forecast 3 in April 2028: we will note here what came true and what didn’t. This is analysis, not investment or legal advice.
What is already scheduled

- Already happened in 2026. Since 2 August, the transparency rules of the EU AI Act have applied. Since 22 July, Google’s AI answers (AI Overviews and AI Mode) have been available in France, and since 24 August, according to press reports, the free version of ChatGPT and the low-cost Go plan have shown ads in France.
- 2 December 2026. Providers of AI services released before August must label generated content with a machine-readable mark. For you as a user, this means one thing: AI-generated images will increasingly carry an invisible tag.
- 1 January 2027. Online intermediary platforms will declare micro-entrepreneurs’ turnover themselves and withhold their social contributions — details in our January calendar.
- 1 September 2027. Micro-entrepreneurs will only be able to invoice business clients electronically and will have to report their sales data — what to do is in our e-invoicing news article.
- 2 December 2027. The rules for “high-risk” AI start to apply, including when screening job candidates. If you hire staff and use AI to sort CVs, this concerns you too; the rest is in our article on the AI Act.
Where France stands now

AI figures often compare things that can’t be compared, so for each one, here is who measured what:
- 18% of businesses with 10 or more employees in France used AI in 2025 (INSEE, the French national statistics office) — three times as many as in 2023. EU average: 20%; Denmark: 42% (Eurostat, same method). A caveat: in 2025, image generation was added to the list of technologies, so part of the jump is down to the method; and employees’ one-off chatbot queries are not counted.
- 55% of small and medium-sized business owners use generative AI, 17% of them regularly (Bpifrance, the French public investment bank, end of 2025). These are the owners’ own answers, including “I open ChatGPT now and then”, which is why the figure is higher than INSEE’s. The survey covers businesses with employees; micro-entrepreneurs working alone hardly appear in such measurements.
- 30% of all UK businesses, including the smallest, use AI, and 38% of those with 10 or more employees (ONS, the UK’s official statistics office, October 2026). The overall share has stopped growing since the summer, while it is still rising among larger firms.
The overall picture: in France, many have tried AI, but few have built it into their work so far. The gap between “I’ve tried it” and “I use it every week” is what will change the most.
Three forecasts you can check
Forecast 1For 2026, at least 23% of French businesses with 10 or more employees will be using AI, and France will catch up with the EU average. Mechanism: generative features are being built into everyday office software, so businesses enter the statistics without buying “AI” separately. France’s figures so far: 6%, 10%, 18%; Denmark passed this level about two years earlier and kept growing. Admittedly, the survey covers early 2026 and has already been carried out, so we are only waiting for publication (late 2026 to mid-2027); on the other hand, the list of technologies hasn’t changed since 2025, so the comparison will be cleaner.
We are wrong if the figure is below 21% or France is still below the EU average; between 21% and 23%, we count it as partly right and look into why.
Forecast 2More than 22% of small and medium-sized business owners will use generative AI regularly. Mechanism: in one year the share rose from 6% to 17% (up 11 percentage points), and growth is going into regular use, not just first attempts. We will check against the Bpifrance barometer in January 2027.
We are wrong at 20% or below; between 20% and 22%, partly right.
Forecast 3By April 2028, two features already available in the US will launch in France: buying directly within a ChatGPT conversation, and ads inside Google’s AI Mode answers. Mechanism: the delay comes not from demand but from EU rules on data and digital services, plus, in France, negotiations with the press over neighbouring rights. Google’s AI answers reached some EU countries about 10 months after the US and France 26 months after, while ads in ChatGPT took about six months. Final check: April 2028.
We are wrong if by then at least one of the two features is not available in France.
What our forecast leaves out, and why
- “France will become like Denmark.” Denmark’s success rests largely on its digital government and people’s trust in it. That is an institution, not a tool: it doesn’t “arrive later”, it is simply different.
- Comparisons with “89% of small businesses in the US”. Such figures come from different methods — sometimes the answer is “I use ChatGPT”, sometimes “AI is built into the product”. They can’t be set side by side with French data.
- Promises that AI will replace a profession. For that we have neither a measured time lag nor a mechanism we could name.
The government plan Osez l’IA (“Dare to use AI”) aims for AI in half of all very small businesses by 2030. So far, most of its tools are for businesses with 10 or more employees, and the first year went mainly on raising awareness.
What this means for you
- Put the dates from the first section in your diary: choosing an e-invoicing platform, and declarations that take platform withholding into account.
- Build AI into one recurring task instead of trying it now and then — where to start is in our guide “Five tasks”.
- Check whether AI answers in Google and ChatGPT can see you, using our guide: they already work in France.
